The International Whaling Commission (IWC) declared a moratorium on commercial whaling in 1986. A loophole in Japanese law allows commercial fisheries to catch and kill whales, provided it is for scientific research. Nippon Suisan Kaisha paints the word "Research" on the side of their ships, in order to catch whales in protected waters using Japanese research permits, and routinely uses their catch for food products.
