In September 2006, Thomas Quinn, a Samsung executive, agreed to plead guilty to and to serve jail time for participating in a global conspiracy to fix dynamic random access memory (DRAM) prices, the Department of Justice announced. Quinn was the fourth Samsung executive (the first from the United States) to plead guilty in the wide-ranging DRAM antitrust investigation.

The four leading DRAM manufacturers -- Samsung, Hynix, Elpida Memory, and Infineon -- all entered guilty pleas to fixing prices.

A month later (October 2006) , a federal grand jury in San Francisco returned an indictment against two executives from Samsung and one executive from Hynix Semiconductor America Inc. for their participation in a global conspiracy to fix DRAM prices.
